Disable the PBS_translate_mpp hook by default

There is a PBS hook that translates old MPP resources (e.g. mppwidth, mppdepth, etc.) into the PBS select/place resources.  It is called PBS_translate_mpp.  And currently on Cray X* series systems this hook is enabled by default.

Support for the mpp* resource request language has been deprecated for some time.  This design change is to no longer enable the PBS_translate_mpp hook by default on Cray X* series systems.

For now, the PBS_translate_mpp hook will still be provided, but it will be disabled.  Those still requiring MPP can enable the PBS hook using the qmgr interface, but should be warned that the hook could be removed at any time.
