PP-682 : In high availability setup, "new" server leaf connection to pbs_comm keeps getting rejected because stale connection from old server is still seen.
Interface 1: new pbs_comm log message: tfd=id, leaf/pbs_comm name is still connected while another connect arrived, dropping existing connection id

If a pbs_comm receives a connect request from another pbs_comm or leaf (mom or server) with an IP address that is already registered, it would drop the old connection so that the new connect request can succeed. The above log message is printed in that case
