Familiarize yourself with the OpenPBS Design Document Guidelines.
Create a new page under this page: click the "+" (plus sign) at the left of this page, and choose the "Project Documentation Template".

Design discussions:

Don't add comments to these pages. All design discussions should take place on the Developer Forum.
