Inactive Pull Requests Closed

We have been accumulating stale pull requests on our GitHub repo.  They are clutter, and they're creating extra work for maintainers, who have to check each open PR for recent activity. 

Henceforth, the maintainers will mark any pull request that has had no activity for two weeks with an inactive label. Any pull request that's been inactive for three months will be closed, if the maintainers cannot reach the owner.  No warning will be issued; it's up to you to keep track of your pull requests.
