Interface: New option(-E) in qstat command

- Synopsis: A new option is added in qstat. When multiple job ids are specified as arguments, the performance of qstat is improved.

Scenario Old qstatNew qstatqstat with no job id queries the default server and displays the result No change in behavior, same as old qstat qstat with list of job IDs from default server queries the jobs sequentially to the default server and then displays the result one after another
sorts all the jobs on the basis of their job-id numbers, creates a list out of these
sorted job ids and then queries the default server only once. Displays jobs in ascending order of their
job ids.

It queries and displays results in the order job ids and queue names are given to the command. Queries the queues first and then creates a list of jobs in ascending order of their job Ids and then displays it. qstat with list of job IDs from default server and from other remote servers
example qstat 3.centos 1111.centos-2@centos-2 1112.centos-2@centos-2 4.centos
queries the jobs sequentially (in the order it is submitted) and then displays the result one after another sorts the jobs on the basis of server (if the server is same then it sorts on the basis of job ids) and then queries the list of jobs from their respective server and displays it accordingly.
Interface: Server accounting record type 'R':
- Visibility: Public
- Change Control: Stable
- Synopsis: Accounting record type 'R' is logged for a job when it is supposed to be rerun.
- Details:Written when job is rerun via qrerun or node_fail_requeue. Not written when job fails to start because the prologue rejects the job, and not written when MoM is restarted without the -p or -r options.
- As of now, the accounting record 'R' provides details only on the Resources_List.
- When a job was rerun for any reason, currently, there is no way from this record to know the resource usage so far.
- So, resources_used.<resource> = amount will be added to this record type as we for accounting record type 'E'.
- This information will be added to R record only if the job had started running.
- If the job never ran and was requeued, like when the provisioning fails, the R record will not have information on resources_used, as the job never used any resources.
- As of now, the accounting record 'R' provides details only on the Resources_List.
